The advanced 'Remove Only' method (Advanced Options | Remove Only | Remove) does a thorough removal but does not automatically reinstall the latest version (see the support article Uninstall Norton Device Security on Windows). The standard 'Remove and Reinstall' method (Remove and Reinstall | Remove) simply refreshes your installation by removing the current product and then automatically reinstalls the latest version (see the support article Download and Run the Norton Remove and Reinstall Tool). The Norton Remove and Reinstall (NRnR) tool has two removal modes.
After trying several repair options posted elsewhere which did not work for me, I ultimately performed a _complete_ Removal and Re-installment of Norton 360 on both PCs, which fixed the problem.I am sorry if I understand that Removal & Re-installation (of Norton 360?) did NOT solve the problem for JUSTTHEFACTS (?).
